Technical Specification

Scope

The document shall cover all the possibilities for the on boarding of user within European Digital
Identity Wallets : online and offline mode (as described in the proposed regulation), but also
remote and face to face on boarding.
It includes the following aspects:
- Defining the concept of on boarding of a user person identification data within a wallet, as
well as the general workflow, the roles and responsibilities, and link the on boarding with the LoA
concept underpinning eIDAS;
- Identifying the main scenarios that may be put in place for the on boarding of user within
European Digital Identity Wallets;
- Defining for each of the scenario aforementioned the requirements to be met in order to
meet the applicable criteria for LoA "High"pursuant to the annex of implementing act 2015/1502;
- identifying the qualifications, expertise, skills and potentially accreditations a Conformity
Assessment Body (CAB) shall have to correctly assess conformity of the on boarding of a user
within a wallet;
