It is planned for a standard in 4 parts:
Part 1:
Outline the benefits of measuring facilities services performance and service quality and how the outputs are used as a basis for managing facilities services to create greater efficiencies and improved facility outcomes.
Part 2:
The framework would provide a Performance Measurement Model (PMeM) through transposing organizational CSFs into FM inputs, including a number of Key Performance Indicator (KPI)s and other performance indicators (PI) that would effectively support KPIs. Once CSFs to enable FM to adequately support the demand organizations business are identified, a SMART framework can be measured.

Part 3:
The initial PMeM would transpose into a Performance Management Model (PMaM) that would enable effective and efficient management of FM services. Establishing metrics (KPIs and PIs) for important FM metrics, enables the facility manager to manage the FM services via the KPIs through exception reporting; the facility manager will be able to focus on the metrics/areas that do not meet the required targets and needs improving or exceeds the required targets and may provide insight for continual improvement.
Part 4:
This stage will complete the PDCA cycle – Plan (what are we going to measure, why and how); Do (measure FM); Check (Gap Analysis and Management Review); Act (Continual Improvement – gap closure & review processes). The overall intention of measuring is to check progress and to compel continual improvement (CI). The overarching objective to provide guidance on how to achieve a sustainable approach to continual improvement.
