Scope

The assessment of the Values and Benefits of Decarbonisation and Energy Performance Actions is a methodological framework
to identify, quantify, monetize and communicate the values and benefits of decarbonisation and energy performance actions undertaken
by any organization (i.e., industrial and services companies, including construction and real estate companies) t. It applies to any
economic sectors and organization’s size and is intended to align decarbonisation and energy performance actions into the strategic
intent and competitive advantage of the organization (based on a fit between the value proposition offered to customers and the costs
and risks incurred in developing this value proposition).
The standard addresses the multiple domains of energy efficiency to ensure higher degree of simplicity, transparency, materiality and
compliance with EU legislations (EED, EPBD; CSRD) and Regulations (Energy efficiency first principle, Taxonomy) to allow decision
makers and stakeholders to assess ex-ante the impacts of energy-efficiency projects in a cross-cutting, quantified and documented
way. It allows to unlock the full potential of energy efficiency in strengthening the organisation’s processes as well as in defining internal
sustainable energy targets in line with the EU Green Deal and the SDG objectives.
This standard development requires a larger diversity of experts such as energy-efficiency experts, business management experts,
accountants, legal experts, etc and stakeholders not presently engaged in CEN CENELEC activities. Since several other important
initiatives exist in the field, their organizations will be invited to join the work and establish liaisons.
The new standard is complementing existing standard on Energy Audits, Energy Management Systems, Valuation of Energy related
investments, Energy Performance Contract and will be aligned with ISO/TC 301 standards.
A particular attention will be paid on existing standards dealing with the same general item. For example
ISO 14006:2020 - Environmental management systems — Guidelines for incorporating ecodesign
ISO 14007:2019 - Environmental management — Guidelines for determining environmental costs and benefits
ISO 14008:2019 - Monetary valuation of environmental impacts and related environmental aspects
ISO 14009:2020 - Environmental management systems — Guidelines for incorporating material circulation in design and development
IEC 62430:2019 - Environmentally conscious design (ECD) — Principles, requirements and guidance
ISO/TS 14092:2020 - Adaptation to climate change — Requirements and guidance on adaptation planning for local governments and
communities
ISO 14097:2021 - Greenhouse gas management and related activities — Framework including principles and requirements for
assessing and reporting investments and financing activities related to climate change
