This CEN Workshop Agreement (CWA) provides European cities, local governments, and urban stakeholders with practical, replicable, and implementation-oriented guidelines for using Local Digital Twins (LDTs) to design, plan, and manage Positive Energy Districts (PEDs). The Workshop builds on the outcomes of the Horizon Europe project TIPS4PED and related European projects and initiatives, with the objective of translating research results and pilot experiences into operational guidance for cities and urban stakeholders.
The CWA focuses on methodological and process-oriented aspects of LDT-enabled PED development, including planning workflows, data and modelling principles, monitoring and evaluation approaches, and organisational considerations. It does not prescribe technical architectures or interoperability specifications/requirements, but instead provides high-level, practice-oriented guidance and recommendations that complement existing and ongoing standardisation work.
