Scope

This Technical Report gives guidance and recommendations for reducing the risks for crime against people and property in residential areas and their immediate environment through urban planning and building design policy. It covers new constructions and older buildings, spanning individual dwellings or residential housing, from rental housing to home ownership.
Counter-terrorism measures do not fall within the scope of this document.
Furthermore, guidelines for a step-by-step process are presented to involve all stakeholders (see 4.4) engaged in urban planning and environmental crime reduction as well as all other stakeholders - mainly local and regional authorities and residents - in the multi-agency action needed, from design through to management and maintenance, to minimise crime risks and the fear of crime.
