This European Prestandard defines the formal Document Type Definition (DTD) (i.e. elements required, generic identifiers, attributes, and their structure) to be used in SGML applications for European Standards (EN), European Prestandards (ENV) and Harmonization Documents (HD). This DTD does not apply to corrigenda or amendments. It is applicable for the drafting and publication phase process.
