Scope

This CEN Workshop Agreement (CWA) provides non-prescriptive, process-oriented guidance for the integrated and context-sensitive development of Positive Energy Districts (PEDs). It supports PED Development Readiness in real urban contexts by helping users to structure, document, interpret and adapt the main phases of a PED development process.
For the purposes of this CWA, the integrated component of the guidance is operationalised as a Development Readiness Integration Workflow. This workflow provides the overarching process logic through which PED development may be structured across scoping, context analysis, objective setting, scenario development, screening, governance reflection, implementation readiness, monitoring and adaptive learning.
The context-sensitive component of the guidance is operationalised through a set of context-sensitive guidance elements developed in Clauses 6 to 11. These elements support users in adapting the Development Readiness Integration Workflow to local technical, spatial, institutional, regulatory, social, governance and equity conditions. They are intended to help users take account of data availability, stakeholder configurations, territorial constraints, policy frameworks, implementation capacities and local vulnerabilities when developing PED pathways.
The CWA is based on the practical experiences, findings and lessons learned from the Citizens4PED project. In this document, Development Readiness refers to the capacity of a local context to meaningfully progress through PED development phases by clarifying decision-making conditions, data availability, stakeholder roles, governance arrangements, scenario assumptions and implementation constraints.
This CWA is intended to be used by municipalities, local authorities, urban planners, researchers, consultants, utilities, distribution system operators (DSOs), developers, governance actors and other stakeholders engaged in PED co-design, planning, implementation, monitoring or replication. It is particularly relevant for complex, data-poor, institutionally fragmented or under-resourced urban settings, where PED development requires coordination across technical, spatial, institutional and social domains.
This CWA covers the procedural and organisational aspects that support PED Development Readiness. These include, in particular:
- the structuring of an integrated, PED-oriented urban development process, connecting energy planning, spatial planning, governance, stakeholder engagement, implementation readiness and monitoring;
- support for aligning PED development processes with climate-neutrality ambitions, through scenario exploration, carbon-related screening, complementary indicators and transparent documentation of assumptions, without establishing compliance criteria or mandatory performance thresholds;
- the structuring of cooperation between technological, spatial, institutional and social domains involved in PED development;
- the definition of a flexible Development Readiness workflow, including process phases, inputs, outputs, decision checkpoints and assumption management;
- the identification of contextual information needs, data quality considerations, proxy use, stakeholder and asset mapping, and territorial and institutional readiness conditions;
- the exploration and documentation of alternative PED scenarios, including the clarification of assumptions, boundaries, data limitations and context-specific constraints;
- the use of screening metrics and decision-support criteria, including the Carbon Neutrality Check (CNC) and complementary economic, resilience-related, governance and equity considerations, as inputs to collective interpretation rather than as compliance criteria;
- the integration of governance, participation and equity considerations into PED development processes, including attention to formal and informal stakeholders, vulnerable groups, distributional effects and decision transparency;
