Scope

The present document gives guidance on the application of metadata for describing resources in the domain of eGovernment.
The document commences with an overview of related material. Most specifically, general guidance on the application of metadata is firstly reviewed. More specific guidance from various national metadata initiatives specifically for the domain of eGovernment is also outlined.
The document thereafter contains a proposed methodology to address the challenge of determining a suitable metadata application profile for eGovernment.
The document continues with reviewing several attributes that have been proposed in order to describe metadata terms with "appropriate precision".
Finally, the document provides a set of guidelines that could be used as good practice for the application of metadata by public authorities.
This work presumes a strategic decision that Dublin Core metadata element set will be the basis for the final eGovernment metadata application profile. Nevertheless this document may be of interest to initiatives that have not yet decided which metadata element set to use as a basis for their metadata policy.
