The present document specifies the mandatory and optional data elements that constitute a language capability
definition for incorporation into interpersonal communication tools and user models.
The document is intended to satisfy the following objectives:
- provide a standardised data model for reusable language capability records that can be exchanged
or reused in one or more systems;
- provide a controlled vocabulary to express capability types and levels;
- provide a data format and coding minimally required for the purpose of exchange between compliant
applications.
This document does not cover the quality or accuracy of the data itself.
