Scope

CWA 13987:2003 is likely to be of interest to any organisation or individual involved in smart card deployment, including providers of smart card enabled terminals for access to public services (Card Acceptors).
This part of CWA 13987:2003 is an informative part. It gives guidance on how to create, operate and maintain a Card Community, which allows Card Holders of cards conforming to Part 1 of CWA 13987:2003 to gain access to applications from Application Service Providers at terminals provided by Card Acceptors.
It describes the roles played by members of the Interoperable Card Community, reasons for the players to belong, the objectives, business relationships, criteria for membership and membership obligations. It outlines the principles of the management structure including the Card Community and associated registration function together with the role of CEN in performing a top-level registration function for multiple Card Communities. Finally it outlines the practical steps needed to establish a Card Community.
This part of CWA 13987:2003 may be read before Parts 1 and 2, as it provides the reader with an introduction to some of the basic concepts and principles that may govern a Card Community in which the eURI is implemented.
