With the growth of the Internet, the organisations and individuals using it must share a common name space. Obtaining a name requires access to one of the many name allocation services. It can cost money, time and effort, particularly if there is competition for a particular name. There can be practical, procedural, or legal restrictions in acquiring particular names. The framework for name allocation and management is international in scale and pervasive. Creating, modifying, or even maintaining the framework can raise many political and commercial issues. What sort of organisations should be involved ?
