Impact measurement of measures for municipal, regional and national climate protection

Scope

A standardised approach for measuring the outcomes of climate change mitigation interventions across key sectors – energy, industry, AFOLU (agriculture, forestry, and other land use), waste, buildings, and transport – will support administrations at all levels, as well as stakeholders who support these authorities, to develop stringent and comparable transformation plans, evaluate their effectiveness, and thus learn from each other more quickly.

The proposed outcome logic is based on physical and scientific findings in accordance with the IPCC. Its structure enables the interoperability with and integration of other models.

The outcome logic comprises five levels. Interventions change the attributes of a municipality, region or country, as a result of which people perceive these differently, leading to behavioural changes, which in turn lead to activity shifts from high-carbon activities to low-carbon activities and therefore to (positive) ecological, economic and social outcomes (see Figure 1). The outcome logic supports administrations in assessing the impacts of interventions and in allocating their resources to achieve a fair and economically viable transformation towards climate neutrality, with all relevant stakeholders actively involved.

The standard specifies the requirements for impact measurement of measures for municipal, regional and national climate protection by means of a standardized outcome logic. It enables decisions related to climate policy and investments to be made on an equivalent and comparable basis, and to be made measurable and controllable with the aid of indicators. The document is primarily aimed at the public sector (municipalities, regions/federal states/provinces and national governments) as well as at stakeholders who consult the public sector on the planning, implementation, monitoring and financing of climate change mitigation concepts.

The standard shall not address the following topics:
● company-specific software;
● interfaces/API to software, portals, reporting standards;
● sustainability data and sustainability models in the wider sense (e. g. general SDG indicators);
● measurements of the outcome of interventions that relate exclusively to climate change adaptation and therefore do not contribute to GHG reduction effects.
