Scope

This Document provides guidance on the interpretation and practical application of the EU Cyber Resilience Act (CRA) for stakeholders in the building automation and control systems (BACS) industry. It outlines how CRA requirements apply to typical BACS components and systems, including hardware, software, and integrated solutions as defined within the scope of CEN/TC 247. The document promotes a harmonized industry understanding, highlights compliance challenges, maps relevant existing standards, and supports alignment with EU regulatory frameworks without introducing normative requirements.

This Technical Report will serve as a practical reference for all stakeholders in the building automation and control systems industry. By providing a common interpretation of the CRA and supporting alignment across manufacturers, system integrators, and vertical application providers, the TR will enhance the sector’s ability to adapt to the new regulatory framework and improve cybersecurity resilience in Europe’s built environment.
