Technical Specification

Scope

To create a TS which supports existing standardised requirements on biometric verification and enrolment as a service.

To present in detail a process for biometric authentication of identity, linking the travel document to its holder and consequent live enrolment of biometric data to ensure European interoperability.
The core functions of the device would need to be:
- Reading of ICAO compliant eMTRDs and linking it to their holders
- Reading of 2D-barcodes (ICAO IDB), VDS
- Integrity check of the travel document chip, including defect management
- Biometric comparison (1:1) of facial image and fingerprint
- Live enrolment (facial image and fingerprints)
- Signature capture
- Backend checks/functions
- Placement shall be in a secured and monitored (CCTV) area, with a human operator present
- MAD, PAD and other fraud detection capabilities
- Audit camera for misuse prevention and logs

The device:
- A kiosk model with height adjustment to ensure usability by children and disabled as well as tall people
- A user interface for customer guidance and provider of additional information (language models)
- A desktop model for smaller spaces
- A portable model for ad hoc use in various locations (for example quota refugees)
- Definition of passport reader and functions
- Definition of fingerprint reader and comparison and functions
- Definition of facial image capture and comparison and functions
- Definition of signature capture and functions
