Scope

The proposed PWI will address circularity assessment for construction using appropriate methods, system boundaries and indicators to allow measurement of various parameters, their evaluation and assess the impact of the measurements.
The standard will focus on the below prioritised aspects:
• Typologies for objects of assessment, system boundaries and assessment methods, involved actors and related
cases of application
• Material flow analysis (methods and parameters)
• Indicators for circularity assessment including for example CPR, durability, recyclability, etc.
• Impact assessment - effects on society, the environment and the economy.
• A potential method for aggregating the results to an index
This standard for circularity assessment in the construction sector will:
• be based on the concept of circular economy and thinking in cycles (based on CEN/TC 350/SC1/WG1)
• enshrine multiple use cycle thinking (i.e. in a material or product life multiple use cycles);
• be applicable to existing as well as new construction (both in civil engineering and buildings) and extend to all life phases
• be applicable to all levels of construction (raw and processed materials, construction products, construction elements and construction works) and their functions;
• deal with technical and functional issues of circular construction
• address the needs of relevant and involved stakeholders in construction and real estate sector (e.g.
regulators, suppliers, designers, government, investors now and in the future;)
• take into account, adapting or aligning where necessary, relevant standards and ongoing works under
CEN/TC 350, ISO/TC 323 59001, 59020 (FDIS expected 2024), ISO 14040:2006 and CEN-CLC/JTC 10,
CEN/TC 473, EN 15804 and EPBD and The Construction Products Regulation (CPR)
